Key milestone approaching for the Warminster Neighbourhood Plan Review

The Warminster Neighbourhood Plan Review is nearing completion of its draft stage. Soon, the full draft Plan will be shared for feedback from the community and stakeholders.

An eight-week consultation period will begin at the end of January (exact dates to be confirmed), during which the entire draft Neighbourhood Plan will be made available for public review. The Plan is a critical document, covering a wide range of essential local issues, including the protection of our green spaces and heritage assets, as well as policies on housing and our town centre.

Councillor Phil Keeble said: “The draft Plan has been prepared by local representatives with the input of hundreds of residents. The process started in 2022 and a lot of time and effort has been put in by people wanting the best for Warminster.

“We have been supported by professional planning input to ensure it is both locally relevant and a robust planning document. We encourage everyone in our community to participate in the consultation; your feedback is vital to inform the final Plan we submit for formal examination and adoption.”

Why your involvement matters
Without a plan in place, development may take place speculatively and may fail to consider the needs of our community.

This is especially the case because the Wiltshire Local Plan is currently out of date (though a review is well underway and an updated Plan is under examination), meaning speculative development is more likely to be granted permission.

What happens next?
Your feedback on the first ‘pre-submission’ draft of the updated Neighbourhood Plan in the New Year will help shape the scope and content of the final ‘submission’ draft Plan. It is aimed to submit this to Wiltshire Council for independent Examination in Summer 2026.

There will be a further opportunity to make comments on the submission draft Plan later in 2026. The Plan must pass Examination and achieve a majority community referendum ‘Yes’ vote before it can come into force.

Third party public consultations on proposed housing developments

Please note that any current or upcoming public consultations being held by landowners or developers regarding potential development sites in Warminster are entirely separate from the Neighbourhood Plan Review. These are conducted independently of the Town Council and may be held at any time by anyone.

Representatives of the Town Council, in their capacity as elected local representatives, may attend these third-party consultations to listen and represent the views of the community.
